Meet Chuck Millar

Chuck's journey in Palm Beach County began decades ago, marked by a relentless pursuit of excellence and a passion for community service.  A native of Pittsburgh, Pennsylvania, Chuck moved to Palm Beach County in 1985 after earning bachelor’s degrees in Regional Planning / Geography & Political Science from Mansfield University of Pennsylvania.  While at Mansfield, Chuck played NCAA Division II football for the Mountaineers as a Quarterback and was a member of Phi Sigma Kappa fraternity. His final semester saw him achieve the renowned President’s List with a perfect 4.0 GPA. 

Chuck's odyssey commenced in the late '80s, where he cut his teeth as a Development Planner and Project Manager at the Law Firm of Moyle, Flanigan, Katz, Breton, White & Krasker, P.A. in West Palm Beach, FL. For 20 years, here, amidst the intricacies of zoning laws and land use regulations, he honed his skills, laying the groundwork for what would become a storied career.

As the years rolled by, Chuck's expertise evolved alongside the ever-changing landscape of the industry. His tenure at Florida Power & Light Company’s (FPL) Law Department marked a pivotal moment, where he delved into the realm of governmental land use and zoning consultation for large scale utility issues. It was here that Chuck's passion for sustainable energy first ignited, as he delved into the complexities of renewable energy initiatives.

Eager to broaden his horizons, Chuck ventured back into into the legal arena, joining the esteemed Law Firm of Shutts & Bowen LLP as a Land Use Planner and Governmental Consultant.  His tenure here not only enriched his understanding of the legal intricacies surrounding real estate development but also solidified his reputation as a meticulous strategist and a tenacious advocate for his clients' interests.

However, it was perhaps at Kimley-Horn & Associates, Inc. where Chuck's legacy truly began to take shape. As a Senior Project Manager and Practice Builder for Kimley Horn, a nationwide engineering firm, he played a pivotal role in shaping the firm's Land Development and Power Practice Groups in South Florida. His adept navigation of complex entitlement processes and his unwavering commitment to excellence earned him not only accolades but also the trust and admiration of colleagues and clients alike.

But Chuck's journey was far from over. In 2021, he embarked on a new chapter, joining Atwell, LLC in Palm Beach Gardens as a Senior Project Manager and Practice Builder. Here, he found a platform to marry his expertise in real estate development with his passion for sustainable energy solutions. Growing the Power & Energy and Real Estate and Land Development Practice Groups, Chuck spearheaded large-scale solar projects, illuminating communities while paving the way for a greener, more sustainable future.

Beyond the boardrooms, public hearings and construction sites, Chuck's commitment to community service remained unwavering. Whether it was championing affordable housing initiatives with Habitat for Humanity or lending his expertise to municipal boards and commissions, Chuck's impact reverberated far beyond the confines of his professional endeavors.

As Chuck's career continues to unfold, one thing remains abundantly clear – his journey is not just about land use, zoning, solar energy: it's about shaping communities, empowering lives, and leaving a lasting legacy of excellence, service and integrity.
